NTAIC is seeking talented and passionate individuals committed to progressing its ground-breaking work with Aboriginal communities throughout the NT. This is a unique opportunity to work in new and innovative ways that recognise Aboriginal Territorians as the self-determining drivers of their economic, social and cultural wellbeing. NTAIC is a new corporate Commonwealth entity, established under the Aboriginal Land Rights Act (Northern Territory) 1976 , and designed in partnership with Aboriginal Territorians. Our purpose is to work with Aboriginal Territorians to achieve economic, social and cultural impact through innovative approaches to investments, beneficial payments and other financial assistance. To support this, we have initial grant funding of $180 million and an investment corpus of $500 million. Our Aboriginal-controlled board share a vision of self-determination, with Aboriginal Territorians at the centre of NTAIC's work. Position Purpose: The Head of Legal Risk and Compliance is a senior role within NTAIC’s Corporate Services team, reporting to the Chief Finance Officer (CFO). The role is responsible for providing legal, risk and compliance advice and support to NTAIC and ensuring that it complies with its regulatory and contractual obligations, effectively manages its strategic and operational risks, and maintains a strong corporate governance culture. As a newly established corporate entity, the role will work closely with NTAIC’s Executive Team to implement, maintain and continuously improve NTAIC’s legal, risk and compliance frameworks, policies and processes, and ensure there is an integrated approach to the provision of legal, risk and compliance support across the organisation. Position Responsibilities and key duties include: Legal advice and contract management Advising on legal obligations and risks relevant to NTAIC’s activities (other than investments). Reviewing, drafting, negotiating, and advising on commercial contracts across the business. Providing a conduit for procuring and co-ordinating external legal advice. Managing NTAIC’s insurance program, including notifications and claims, and advising on ad hoc queries relating to NTAIC’s insurance cover. Preparing briefing papers to the CEO, Board, Board Committees, and subsidiaries on legal, risk and compliance issues. Regulatory and compliance Monitoring, reviewing and continually improving the systems, plans, policies, and procedures that comprise NTAIC’s general compliance framework. Developing and implementing training and awareness to embed a compliance culture across NTAIC. Managing compliance with NTAIC’s regulatory reporting obligations (e.g. Public Governance Performance & Accountability Act 2013 (PGPA). Managing NTAIC’s work health and safety management framework. Preparing briefings to NTAIC’s Executive Team, Board and Committees on key compliance issues. Further developing, implementing, and maintaining NTAIC’s risk management framework, including policies and risk registers. Developing and implementing training and awareness to embed a risk identification and management culture across NTAIC. Co-ordinating and participating in risk management reviews by the NTAIC’s Executive Team. Preparing Board and Audit & Risk Committee risk management reports. Skills and experience required to effectively perform this role: Knowledge Demonstrated knowledge of contractual principles and contracts management practices. Demonstrated knowledge of corporate governance principles. Demonstrated knowledge of key regulatory regimes applicable to NTAIC’s activities, including PGPA, privacy and work health and safety. Demonstrated knowledge of risk management frameworks, principles, and processes. Experience Demonstrated experience advising on legal and regulatory issues at a senior level. Significant experience in drafting, negotiating, and advising on a variety of commercial contracts. Demonstrated experience in risk and compliance, including reviewing, designing, and implementing risk and compliance frameworks, policies, and procedures. Experience in public accountability and reporting is desirable, particularly under the PGPA. Qualifications Tertiary qualifications in law. Current Australian practising certificate authorising practice as a solicitor. Skills and abilities Passion and commitment to working with Aboriginal people and communities to achieve self-determination. Excellent interpersonal skills and ability to develop positive working relationships at all levels. Analytical, risk-based, and practical approach to solving legal, commercial, and operational issues. Excellent verbal, drafting and written communication skills. Ability to multi-task and prioritise issues from a risk-based, business, and strategic perspective. Ability to help facilitate and contribute to a learning and compliance culture. A growth mindset for continuous improvement and supporting innovation, whilst maintaining legal compliance. Ability to produce high quality papers for Executive leadership, Boards, Committees and stakeholders. Demonstrated cultural capability including a respect for diversity and ability to communicate sensitively with Aboriginal and Torres Strait Islander peoples.
