The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. We work to improve the lives of older people by maintaining the integrity of the aged care system.

As the single independent regulator of Australian Government aged care services, we offer a variety of interesting and challenging jobs across most capital cities. You will be contributing to our role as the national regulator to protect the safety, security and dignity of older Australians accessing aged care services.

About the Digital Program Delivery Team

The Program Delivery Team sits within the Strategy and Architecture Section of the Digital Group. That section provides strategic direction, guidance, and governance for the effective management and optimisation of the Commission’s Digital & ICT infrastructure, ensuring that technology investments support the Commission’s goals and priorities.

The purpose of the Program Delivery Team is to lead and coordinate the successful delivery of digital projects across the Commission, ensuring alignment with strategic goals, effective change management, and optimal resource allocation.

Purpose of position:

We are seeking a highly skilled program delivery professional to lead and coordinate the successful delivery of digital projects across the Commission. They will support project team members and foster a collaborative, high-performance culture within the Digital Program Delivery team and across other related project delivery teams. This role will require structured planning, proactive risk management, and collaborative stakeholder engagement to achieve lasting and practical solutions.

Key Accountabilities Leadership and Team Management
  • Lead, mentor, and support the Digital Program Delivery team, fostering a positive, collaborative, and high-performance work environment.
  • Provide guidance, coaching, and development opportunities to team members, promoting professional growth and encouraging a solutions-oriented approach.
  • Promote a collaborative culture focused on teamwork, transparency, and mutual respect.
Project Planning and Delivery
  • Oversee the end-to-end planning, execution, and delivery of digital projects, ensuring they are completed on time, within scope, and on budget.
  • Support the development of project plans, allocate resources, and coordinate team efforts to achieve project objectives.
  • Ensure projects align with the Commission’s digital strategy and strategic priorities, regularly evaluating project alignment and outcomes.
  • Resolve conflicts or roadblocks promptly to maintain project momentum.
Change Management
  • Work with the Digital Change Team lead to facilitate smooth adoption and integration of new digital solutions.
  • Act as a change advocate, communicating effectively to stakeholders and ensuring readiness for new systems and processes.
Stakeholder Engagement and Communication
  • Act as a liaison between the Digital Program Delivery team and key stakeholders, ensuring transparency and effective communication.
  • Provide regular project updates and reports, addressing any changes, risks, or issues proactively.
Resource Allocation and Capacity Management
  • Manage resource allocation across multiple projects, ensuring optimal utilisation and balancing workloads.
  • Forecast and plan for future resource needs based on project pipeline, adjusting resources as required to meet evolving priorities.
Risk and Issue Management
  • Identify, assess, and manage risks and issues across all projects, implementing mitigation strategies and ensuring team members understand and manage risks effectively.
  • Maintain a risk register, tracking and reporting on the status of key risks and mitigation activities.
  • Encourage innovation and exploration of new tools, technologies, and practices to improve project delivery and support digital transformation.
  • Promote a culture of continuous improvement, leveraging feedback and lessons learned from previous projects.
Position Requirements (Selection Criteria):
  • Degree in Project Management, Information Technology, Business, or a related field, or demonstrable relevant experience - relevant professional certification (e.g., PMP, PRINCE2, Agile) is desirable.
  • Proven experience (5+ years) in managing digital programs or projects.
  • In-depth knowledge of project management methodologies, including Agile and Waterfall, and proficiency in using project management tools (e.g., Azure Dev Ops, MS Project, JIRA).
  • Demonstrated experience in leading project teams and managing multiple, complex digital projects from inception through to completion.
  • Strong people management skills with the ability to lead, mentor, and inspire a high-performance project team.
  • Excellent interpersonal and communication skills, with a demonstrated ability to engage and influence stakeholders at all levels.
  • Strong analytical and problem-solving skills, with the ability to proactively identify, assess, and manage project risks.
  • Ability to thrive in a dynamic environment, handling multiple priorities and adapting to changing project demands.
  • A commitment to continuous improvement, with the ability to implement and promote best practices in digital program delivery.
  • Currently hold or eligible to obtain a BASELINE security clearance i.e. hold Australian Citizenship.
  • Experience in budget management, financial forecasting, and reporting, with a focus on resource efficiency is desirable.
  • Experience working within an Australian Government agency is highly regarded.
Position Notes:
  • Salary offered will be between $114,247 - $130,300 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.
  • Only candidates who hold Australian citizenship can apply. Appointment is conditional on successfully completing a national police check.
  • Non-ongoing opportunity will be offered for an irregular/intermittent term. Opportunities will be offered for varying periods up to 12 months with the option to extend to a total of 24 months.
  • Merit Pool established through this selection process may be used to fill this or future ongoing or non-ongoing vacancies.
