As part of this transition, you will be required to undergo QPS vetting in accordance with the Police Service Administration Act 1990. About Us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role SES Strategy and Planning Branch delivers on SES organisational priorities and objectives, providing strategic management of SES future and developing capabilities and functions. This is achieved through the provision of strategic planning support to SES Regions and volunteers, delivering on the QFES Commissioner's responsibilities as described in the Fire and Emergency Services Act 1990, Division 2, section 131 (a), (b), (c) (ii). Reporting to the Director, Strategy and Planning, you will be responsible for leading and managing a multi-disciplinary team to develop and implement the SES Corporate Service and Assurance Plan and corporate assurance policy and procedures for the Service. You will also be required to develop, maintain and monitor SES standards for all Corporate Service capabilities and assist in the development and ongoing management of service level agreements and Memorandum of Understandings relating to governance arrangements. Key requirements Highly Desirable Requirements Extensive knowledge of and experience with Government governance and reporting systems and processes. Special Requirements The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award – State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday. It is expected that the incumbent may participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the state. Your key accountabilities Responsibilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to Lead and manage corporate assurance activities, governance management, risk control obligations to ensure they meet whole-of-government and organisational objectives. Support planning and development, implementation and evaluation strategies designed to advance corporate governance and assurance for SES. Develop and manage SES service level agreements and Memorandum of Understandings in relation to governance arrangements, compliance, opportunities, productivity, responsiveness to emerging challenges and to promote best practice. Oversee the SES governance framework to ensure accountability is maintained, including identifying improvements to ensure contemporary governance practices and legislative requirements meet departmental objectives. Establish and maintain collaborative relationships with internal and external stakeholders and other areas of governance, risk and internal audit to promote best practice and delivery of services. Prepare and review high level reports, briefing papers and correspondence to support the delivery of governance processes and legislative requirements, in accordance with departmental requirements. Represent SES at internal and external committees and forums pertaining to corporate governance functions and services to build awareness and meet agreed outcomes for SES. Lead and manage a multi-disciplinary team, fostering teamwork and managing human resource activities including developing of staff through performance, planning and review.
