About the role


The Governance and Compliance Manager is a crucial role within the Groote Archipelago Regional Council, reporting directly to the Chief Executive Officer. This full-time position can be based in Darwin, NT or on Groote Eylandt, NT. As the Governance and Compliance Manager, you will be responsible for overseeing the organisation's compliance with all relevant legislation, policies and procedures, ensuring the Council operates within the bounds of the law and maintains the highest standards of governance.

What you'll be doing

Develop, implement, and regularly review governance frameworks, policies, and procedures to ensure compliance with relevant legislation, regulations, and best-practice standards.

Support the development of Council's annual and strategic plans by ensuring alignment with established governance frameworks and statutory obligations.

Monitor compliance with legislative, regulatory, and internal policy requirements, including coordinating compliance audits and assessments.

Prepare governance, compliance, and risk reports, identifying areas of risk, non-compliance, and opportunities for improvement, and present findings to management and Council.

Assist in the identification, assessment, and management of governance and compliance risks, working collaboratively with teams to embed risk management into operational processes.

Develop and deliver governance, compliance, and risk management training and awareness activities for staff and elected members.

Provide practical advice and ongoing support to staff and Council on governance, compliance, and risk-related matters.

Liaise with external regulators, auditors, and stakeholders, and assist in the preparation of documentation and reports for Council meetings and external reviews.

Contribute to the continuous improvement of governance, compliance, and risk management practices across the organisation.

What we're looking for

Demonstrated experience in governance, compliance, or risk management roles, ideally within a public sector or regional council environment.

Sound knowledge of relevant legislation, regulatory requirements, and best-practice governance and compliance frameworks.

Strong analytical and problem-solving skills, with the ability to identify risks, assess impacts, and support practical, compliant solutions.

Excellent communication and interpersonal skills, with the ability to prepare clear reports and engage effectively with internal and external stakeholders.

Ability to work both independently and collaboratively, contributing positively within a multidisciplinary team environment.

Proficiency in the Microsoft Office Suite and experience using governance, compliance, or records management systems.

Knowledge of the Groote Archipelago community and an understanding of regional governance considerations.

Experience in Indigenous engagement and applying culturally appropriate and respectful governance practices.

High attention to detail, strong organisational skills, and the ability to manage competing priorities.

Desirable

A Bachelor's degree in Law, Public Administration, Governance, or a related discipline.
