JOB PURPOSE AND SCOPE
Reporting to the Chief Executive Officer and as a member of the Executive Leadership Team (ELT), the Chief Financial & Business Services Officer (CFO) is responsible for providing enterprise leadership across Police Health’s financial management and core business enabling functions. The role has accountability for finance, people and culture, information and communications technology (ICT), cyber security, business services and facilities, ensuring these functions operate as integrated, high‑performing enablers of organisational strategy, performance and sustainability. The CFO plays a critical leadership role in safeguarding financial integrity, ensuring effective resource allocation, enabling workforce capability, and delivering fit‑for‑purpose systems and infrastructure. As a member of the ELT, the role contributes to collective leadership, strong governance, disciplined decision‑making and the stewardship of organisational culture, safety and compliance. The role is responsible for meeting the general and prescribed responsibilities under the Financial Accountability Regime (FAR) Act and relevant (FAR) Minister Rules as detailed in the Police Health Ltd, Board approved Chief Financial & Business Services Officer FAR Accountability Statement.
QUALIFICATONS:
Tertiary qualification in Accounting, Finance, Commerce, or similar relevant discipline (essential)CA or CPA qualification (essential)
KNOWLEDGE, SKILLS AND EXPERIENCE:
Demonstrated senior executive experience leading finance and business enabling portfolios within complex organisations, including responsibility for financial stewardship, workforce capability, ICT, Cyber and enterprise services.
Experience operating in health, insurance, financial services or other highly regulated sectors is highly desirable.
Strong expertise in insurance and financial management, including budgeting, forecasting, financial reporting, capital management, claims expenditure, reserves and financial sustainability.
Demonstrated experience engaging with APRA and other regulators, with strong understanding of prudential standards and regulatory expectations.
Proven experience overseeing ICT and cyber security functions, including governance, risk management, third‑party assurance and incident response, with working knowledge of regulations and applicable standards.
Strong understanding of financial, corporate and people compliance obligations, including taxation, prudential reporting, industrial relations, safety and workforce governance.
Proven ability to partner with executive leaders and Boards to support strategic planning, investment decisions and resource allocation.
Strong analytical capability, with the ability to translate complex financial, technology and risk information into clear, actionable executive and Board advice.
Experience supporting Audit and other related Committees and Board‑level decision‑making, including preparation of high‑quality reports, papers and briefings.
Demonstrated ability to manage competing priorities and deliver outcomes in dynamic, regulated and risk‑sensitive environments
