Senior Project Manager (Engineering) Government | Permanent Full-time Reporting to the Engineering Manager: You will be responsible for the delivery of Major projects and contracts within the Engineering Department. This position takes overall responsibility to plan, lead and deliver much of the local capital works projects and program. Duties and Responsibilities Responsible for providing the development, implementation and delivery of the Capital Works Program, Project Initiation, and leadership, including: Project Management Manage projects, demonstrating best practice throughout the project life cycle in accordance with the Engineering Department's guidelines. Identify, report, and escalate any potential or actual variations to project scope, cost or schedule in a timely manner. Undertake cost estimating, cost budgeting and cost control using Department's financial management software to ensure projects are completed within approved budgets. Prepare project documents for approval to support funding applications, milestones reporting, and acquittal requirements in relation to government grants. Provide monthly financial reports with cash flow projections. Ensure all Local Government Statutory obligations, State, and Federal Legislative requirements that fall within the engineering, Infrastructure and project functions are met by keeping up to date with changes and disseminate information accordingly. Assist with the development and implementation of annual and long-term planning, design, construction and maintenance works priorities, programs. Assist in the formulation of financial and other resourcing strategies to ensure timely and cost-effective programs and projects delivery. Project Initiation and Inception: Prepare project initiation documents, which includes project plans, budgets, and risk and impact analysis. Leadership, administration, and general works: Develop, monitor, and manage the performance of employees, ensuring performance requirements are satisfied and regular performance reviews are conducted. Contribute to Corporate decision-making by providing accurate, timely and relevant documentation and reports. Ensure all employees receive appropriate information, training, and supervision in the correct use of plant, equipment and substances used throughout the Department. Ensure an environment of open, honest communication and keep the Director Infrastructure up to date as necessary. Proactively seek ways to improve the effectiveness and efficiency of the Project team's ability in delivering projects. Complete peer review of project-related documents, or other documents as assigned by the Manager Engineering Establish and maintain productive working relationships to ensure a positive and professional image of Department is maintained and enhanced. Provide engineering, commercial, and contractual expertise for the management of capital expenditure projects for the Department. Essential Selection Criteria Qualification, Experience, Licences and Skills Bachelor's degree or higher qualification in Civil Engineering or equivalent qualification in a related field. Demonstrated experience in managing urban and civil infrastructure projects. Knowledge and understanding of engineering design traffic and transport design. Demonstrated experience in the development and monitoring of budgets and experience preparing cost estimation for various projects (recurrent and capital). Undertake research and provide reports to Department, the Director Infrastructure and the Manager Engineering where required. Knowledge and experience with department policies, operating frameworks, records management, procedures, and forms. Current Class "C" Driver's Licence. Interpersonal Skills The ability to communicate effectively verbally and in writing with a broad range of people and through various mediums. Ability to develop and maintain a cohesive and productive team to ensure achievement of tasks. Commitment to positive culture change within the organisation.
