As part of this transition, you will be required to undergo QPS vetting in accordance with the Police Service Administration Act 1990. About Us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders.QFES is one department with many services, many capabilities and many partners. Purpose of the role SES Project and Capability Development delivers on the QFES organizational priorities and objectives, providing management of SES governance and capability functions, and implementation of new projects and initiatives. This is achieved through the provision of business support to SES Regions and volunteers, delivering on the QFES Commissioner's responsibilities as described in the Fire and Emergency Services Act 1990, Division 2, section 131 (a), (b), (c) (ii).Reporting to the Director, SES you will be responsible for establishing, managing, coordinating and providing SES Transition Governance and Reporting systems and outputs to support the requirements of the Reform Implementation Taskforce (RIT). You will manage and develop strong cooperative working relationships and achieve positive outcomes through effective and efficient engagement to develop sustainable strategies required to sustain a contemporary service into the future. You will be responsible for managing governance and reporting requirements in accordance with departmental policies and procedures to strategically deliver a high level of support to SES staff and RIT governance structures, with a view to enabling the information requirements that will facilitate a carefully planned transition to Queensland Police Service (QPS). Key requirements Highly Desirable Requirements Extensive knowledge of and experience with Government governance and reporting systems and processes. Graduate or Post Graduate qualifications in Management, Business Management or related field. Special Requirements The incumbent will be appointed as temporary employee of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award – State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday. Capacity to participate in an out of hours on call roster during disaster operations. This may require working extended hours, outside of normal hours (e.g. night shift), including weekends. Capacity to travel intrastate or interstate, as necessary. Your key accountabilities Responsibilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to Lead and manage the design, development, review and implementation of the SES Uplift Governance and Reporting plan to inform a clearly articulated approach for the implementation of organisational transition to QPS. Coordinate and contribute to the governance approach, which is inclusive of SES and RIT arrangements to inform the development of strategic, tactical and operational reports for review, endorsement and approval, prior to submission to the taskforce team. Undertake critical analysis of RIT and other governance mechanism feedback received to identify trends and themes or links / dependencies which will inform the development of SES responses and reporting Engage with SES leadership to plan for timely provision/inclusion of appropriate information including the provision of regular progress reports to ensure quality outcomes, deliverables and milestones are achieved. Manage the development of evidence-based recommendations for improved corporate governance procedures and processes ensuring the future delivery of effective and efficient SES functions. Prepare and review complex reports, briefing notes, submissions, departmental and other correspondence relating to the SES Uplift in accordance with departmental requirements and governance. Deliver presentations and reports to senior executives, state agencies, local government and professional forums to build awareness, promote best practice and meet agreed outcomes.
